Greece is “EU Unsited” — what that actually means

Almost every guide to selling on eBay from Greece skips the fact that governs everything else: eBay does not run a Greek marketplace. There is no ebay.gr. Its operating sites run from ebay.com and ebay.co.uk through ebay.de, ebay.it, ebay.fr, ebay.es, ebay.nl, ebay.pl, ebay.at, ebay.ch, ebay.ie and ebay.com.au — sixteen in all, none of them Greek.

Greece is nonetheless an official eBay seller-registration country, in a group eBay calls EU Unsited alongside Bulgaria, Croatia, Cyprus, Denmark, Finland, Portugal, Romania and Sweden. You can register and sell as a supported seller. You simply do it on somebody else’s site.

Which site, then? eBay does not assign you one, but it publishes the mechanism: Unsited sellers have no local fee page, are directed to the “all other countries” international fees page, and list on ebay.com or another site with that site’s fees applying. ebay.it says the same from the other end: “the fees on this page apply only to listings on eBay.it. If you list an item on another eBay site, that site’s fees apply.” The choice of site is yours, and it is the decision that sets your fee schedule. There is no Greek fee page and no Greek zero-fee private-seller regime.

Vendora is a Greek classifieds platform founded in Athens in 2017, and it is large at home: 3,630,972 live ads in the shared pool behind its Greek, Cypriot and Bulgarian front ends, read on 29 August 2026. But the traffic is concentrated — the Cypriot and Bulgarian sites are each about 7% of the Greek site’s, so Greece is roughly 93% of the business. If your buyer is not Greek, Vendora is unlikely to find them.

eBay reported 136 million Active Buyers for the trailing twelve months to 30 June 2026, with $11.688 billion of the quarter’s $22.4 billion GMV international. An Active Buyer is anyone who paid for a transaction in the previous twelve months, and buyers may hold more than one account, so read it as scale, not a headcount. Hence running both: Vendora reaches Greek buyers who will never open eBay; eBay costs a percentage and reaches everyone else.

What it costs: Vendora against eBay, worked through

The Vendora side

Vendora does not charge to list, takes no sale commission and charges the buyer nothing — buyer protection is included for every buyer on the “Buy via Vendora” service. The single charge is on money leaving the platform: withdrawing from the Vendora Wallet costs €0.99 plus 5.1%, plus VAT, minimum €5.

That charge is avoidable: spend the balance on the platform or convert it to a partner gift card and you never pay it, as the Wallet documentation says. Promotion is priced separately — a Boost is €1.49 per listing per week, a Superboost €2.19 — and neither is refunded if the ad is deleted or sold.

The eBay side, for a Greek seller

The international fee is keyed to where your buyer lives. For an EU Unsited seller, eBay charges 0% when the delivery address is in the Eurozone or Sweden, 1.2% for the United Kingdom, 1.6% for the rest of Europe and for the USA and Canada, and 3.3% everywhere else.

The regulatory operating fee is where Greek sellers get caught. It is 0.35% of the total sale amount, introduced on 8 April 2024, and it applies to sales from listings on the UK, Austrian, Belgian, French, Italian, Irish, Dutch, Polish, Spanish and Swiss sites. It is keyed to the listing site, not the seller’s country: a Greek seller whose items sit on ebay.it or ebay.de pays it, and because it attaches to the site it will not appear in any Greece-specific fee summary.

Currency conversion is the third. eBay sets Payout Currency by residence, and the Payments Terms put the EEA (except Iceland) on Euro, so a Greek seller is paid in EUR. Listing in another currency triggers eBay’s conversion — a base wholesale rate plus a fixed charge eBay retains, 3.0% for Greece. List in pounds on ebay.co.uk and you pay that 3% plus the 1.2% UK international fee before any final value fee. Listing in EUR removes it. Payouts run through managed payments, with eBay S.à r.l. in Luxembourg as the Payment Entity for EEA sellers; proceeds are generally available one to two business days after payment is confirmed, though new sellers may wait until delivery.

The listing site’s own fees

On top of those, the site you choose charges insertion and final value fees. Most Greek sellers end up on ebay.com: 250 listings a month at zero insertion fee then $0.35 each; a per-order fee of $0.30 up to $10.00 and $0.40 above; and a final value fee of 13.6% to $7,500 with 2.35% on the portion above, in most categories. Some differ sharply — Women’s Bags and Handbags 15% to $2,000 then 9%; Books, Movies and Music 15.3%; Athletic Shoes 8% with no per-order fee where the sale is $150 or more, 13.6% below that.

Against a Vendora listing, which costs nothing to publish and carries no commission, the trade is clear: Vendora is cheap and Greek, eBay costs roughly a seventh of the sale price and is global. Site choice moves the number — ebay.it’s professional schedule is 11% plus €0.35 per order for clothing and books, 6.5% for tech devices — and eBay has announced fee changes from 1 July 2026 on selected marketplaces including Italy.

The 1 September 2026 change, and the question it leaves open

This is a change on one eBay site, not an eBay-wide one — which is why it matters to a Greek seller, who chooses the site. A new ebay.it User Agreement takes effect on 1 September 2026. Section 6, Tariffe, says, verbatim:

“Se sei un venditore privato e l’indirizzo associato al tuo account si trova nello Spazio Economico Europeo, non pagherai alcuna tariffa sulle transazioni.”

In English: “If you are a private seller and the address associated with your account is in the European Economic Area, you will not pay any transaction fees.”

The cost moves to the buyer. From the same date, buyers purchasing from private sellers registered in Italy or France pay a mandatory Buyer Protection fee, included in the displayed price and calculated on the item price only: €0.10 per item, plus 7% up to €20, 4% of the portion from €20.01 to €300, 2% from €300.01 to €4,000, and 0% above €4,000, including 22% Italian VAT. Classified Ad listings, Vehicles and certain Boats are excluded. eBay adds it automatically to eligible existing listings on ebay.it and ebay.fr; sellers see the price without the fee, buyers with. Professional sellers are unaffected.

Now the honest part. The buyer-side fee is confirmed on eBay’s own help pages. The seller-side removal of transaction fees exists, as far as we can establish, only as that User Agreement clause — we could not corroborate it elsewhere on eBay, and the live ebay.it private-seller fee page still showed the old schedule on 29 August 2026: zero insertion fee up to 150 listings a month then €0.35, a 5% final value fee to €2,000 plus 2% above, €0.35 per order and a 0.43% VAT-inclusive regulatory adjustment. Two live eBay documents disagree.

Then the Greek question. The clause’s test is EEA residence, and Greece is in the EEA, so on its face a Greek private seller listing on ebay.it falls inside the wording. But there is no Greece-specific confirmation, and the matching buyer-side fee is written for private sellers registered in Italy or France, which a Greek seller is not. Check your account’s fee preview rather than planning around it — and note the clause removes “transaction fees” only, which leaves insertion fees intact.

What eBay will not take

eBay maintains roughly seventy prohibited and restricted item policies, covering adult items, alcohol, animal products, counterfeits, drugs, event tickets, firearms, food, intangible items, knives, medical devices, real estate, services, tobacco, used clothing and virtual currency. Against Vendora’s twenty top-level categories, four frictions matter.

Services and real estate. Vendora removes wanted ads, swaps and services outright, and eBay restricts services broadly. Vendora’s Ακίνητα (Real Estate) category is marginal at 1,923 ads, and on eBay property is listable only as advertising, by the owner or a licensed professional. Neither is a crosslisting route.

Vehicles. Vendora’s Οχήματα category holds 43,485 ads. On ebay.it, vehicles run on a separate schedule: for a private seller, €9.00 insertion and a €35.00 final value fee for cars, motorbikes, motorboats and sailboats, and €6.00 / €19.00 for motorcycles, scooters and dinghies. They are also excluded from the Buyer Protection fee. Crosslist a car expecting standard percentages and the maths will not be what you planned.

Intangible goods. Both ban them. eBay lists intangible items among its prohibited categories; Vendora’s prohibited items list bans digital and intangible goods explicitly, alongside weapons, pharmaceuticals, tobacco, antiquities, counterfeits and iCloud-locked phones. The one place the two rulebooks agree cleanly.

One more: eBay restricts used clothing under a named policy in that same list, and used clothing is the largest block of stock on Vendora. Read it before pushing a secondhand-clothing catalogue.

The apparel rule blocking listings right now

If one thing here costs you a listing this month, it is this. From June 2026 eBay began auto-normalising high-confidence size values on existing Apparel and Footwear listings, and from August 2026 new and existing listings whose size or condition is non-standard or missing are blocked or held.

Set that against the Vendora catalogue. Fashion is Vendora’s dominant category at 1,103,802 live ads, roughly 30% of the pool, and its Μέγεθος field is written for Greek buyers, not drawn from eBay’s controlled size list. A garment pushed with a Greek size label, or nothing at all in the size field, is exactly what eBay now stops. Set size and condition from eBay’s accepted values per category before you publish. Note the date: the blocking behaviour is August 2026 in eBay’s own announcement, and posts putting it in July 2026 are wrong.

Field mapping: Vendora to eBay

Vendora’s required fields are title, images, category, description, price, delivery method and contact details. eBay wants more.

Item specifics are the work

eBay sorts item specifics into three tiers: Required, Required Soon and Recommended. Every Required specific must be filled on any new or revised listing, which catches sellers who edit an old listing and find it will not save. eBay is blunt: “if your listing is missing the required item specifics, you won’t be able to list your item”. “Required Soon” specifics become Required on a rolling per-category schedule in Seller Hub, not at one dated cutover — and eBay’s published requirement releases end at 2023, so there is no 2025 or 2026 item-specifics event to prepare for.

Vendora asks for size, brand and colour in fashion and free text elsewhere, so expect to supply eBay’s part numbers, materials, styles and department fields yourself.

Condition mapping, where crosslisters get it wrong

eBay’s condition values are category-dependent. A value valid in one category is rejected in another — the commonest cause of a failed crosslist that looks like it should have worked. The sets that matter for Greek stock:

• Clothing: New with tags; New without tags; New with imperfections; Pre-owned: Excellent; Pre-owned – Good; Pre-owned – Fair.
• Shoes: New with box; New without box; New with defects; then the same three Pre-owned grades. “New with defects” (shoes) and “New with imperfections” (clothing) are not interchangeable.
• Books & Magazines: Brand new; Like new; Very good; Good; Acceptable — a separate enumeration, not the clothing values reworded.
• General merchandise: New; Open box; Certified, Excellent, Very Good and Good – Refurbished; Seller refurbished; Used; For parts or not working. Business & Industrial uses New-open box instead of Open box.
• Jewelry & Watches and Sporting Goods: New with tags; New without tags; New with defects, then the Pre-owned grades.

The clothing set is recent. eBay revised it in mid-February 2025: “Pre-owned” split into Excellent, Good and Fair, “New with defects” became “New with imperfections” in Clothing only, and existing listings were auto-migrated to Pre-owned – Good. Grade against eBay’s definitions, which are stricter than most sellers assume: Excellent is “like new, previously worn, but with little to no signs of wear”; Good is “gently used with light signs of wear and/or visible flaws”; Fair is “significantly visible flaws, heavy signs of wear, and/or missing or damaged components”.

One deprecation is worth memorising: “New other” is no longer in eBay’s published list — it is now “Open box”. Older mapping tables still emit it, and it will not match.

On the Vendora side there are two separate fields — Κατάσταση χρήσης (usage status, for example Μεταχειρισμένο for used) and Κατάσταση (grade). We have observed grades such as Σε καλή κατάσταση, but Vendora does not publish a full enumeration, so we will not print a ladder that implies one. Read both fields together and set the eBay value deliberately per category.

Shipping and delivery

Vendora ships to all 27 EU member states, and its Greek courier integrations are unusually good for a classifieds platform: BOX NOW, ELTA Courier, ACS, Speedex, Geniki Taxydromiki, Kronos Express, DHL Greece and DPD. Island and remote-area surcharges — the Cyclades, the Dodecanese, Crete, Lesbos, Chios, Samos — are applied by DPD inside the checkout price. Buyers pay item and delivery upfront and the money sits in escrow.

eBay is different. In Italy it authorises itself in the User Agreement to charge sellers for shipping labels, and the Italian label service is run by Packlink as eBay Spedizioni. Whether eBay sells shipping labels in Greece, we could not establish — no eBay page says either way. Plan on arranging your own carrier and check what your account offers.

One eBay Italy rule is easy to follow and protects you: transactions totalling €550 or more require signature on delivery for the seller to be protected against an item-not-received claim. Ship a €600 watch without it and the protection is not there.

What FLUF Connect syncs, and what it does not

FLUF Connect crosslists Vendora stock to eBay from one dashboard, across 45 marketplace channels, and works for any physical product type. Relisting, offer management and bulk operations are included in every plan, not sold as a paid add-on. On eBay that means creating and updating listings, keeping stock aligned, relisting, offer management and order sync.

The Vendora side needs an honest caveat. Vendora has no “sold” listing status at all. Its tabs are active, available to renew, and disabled — nothing else — and completed sales live inside the escrow flow rather than as a state on the ad. Sold-on-Vendora detection is therefore not something we will promise: the platform does not expose the signal. What is wired is the reverse — when an item sells elsewhere, the Vendora listing is withdrawn.

Two Vendora house rules interact badly with careless crosslisting. Duplicates are a removal offence, and the rule covers copies of hidden ads as well as published ones — hiding an ad does not free the item. And photographs carrying a competitor platform’s watermark pause the ad, so clean an image library that has been through another marketplace.

The upside is that stock costs nothing to leave sitting there. Ads do not expire while the account is active, and after two months live an ad becomes eligible for a renewal that re-floats it to the top, one per day. Ads go inactive after 60 days of inactivity and are deleted after 120.

GPSR, DAC7 and the Greek trader test

GPSR

The EU General Product Safety Regulation has applied since 13 December 2024 to both new and second-hand products sold into the EU. Business sellers must give the manufacturer’s name and contact; an EU Responsible Person where the manufacturer sits outside the EU; model number, pictures and type; safety warnings in the local language; and CE marking where required. Antiques, including collectors’ items and works of art, are excluded, as are medicines and food.

eBay’s enforcement is the part sellers underestimate. Where a seller fails a country’s regulations, eBay hides that seller’s listings from buyers living there. Nothing errors and nothing is deleted; the listing just stops being visible there, so if sales into one country go quiet, check compliance first. The same page flags the EU customs duty on low-value imports from 1 July 2026.

DAC7

eBay reports EU sellers with 30 or more transactions or more than €2,000 in payments in a calendar year, to the German tax authorities and to the seller, and blocks incoming payments if the requested tax data is not supplied within 30 days. Vendora runs its own DAC7 flow on the same thresholds, asking for your ΑΦΜ and address and restricting account functions until you supply them. Vendora also notes, correctly, that crossing a threshold does not by itself create a tax liability — and its DAC7 page never names AADE, so do not assume a reporting destination it has not stated.

The Greek trader test

The threshold that determines whether you are trading is not the DAC7 one. It is &άρθρο 21 παρ. 3 ν.4172/2013: three similar transactions within six months is systematic activity, with a two-year window for property. Items inherited or gifted from relatives to the second degree are excluded, as is anything held more than five years.

AADE circular Ε. 2031/26-04-2023 is the authoritative gloss: three similar sales in six months with profit intent is business activity, the clock starts at the first sale, no business organisation is required, and the burden of proof then flips to the taxpayer. Three sales is a low bar for anyone crosslisting a catalogue — if you are near it, talk to a Greek accountant.

What we could not verify, and therefore left out. Which eBay site a Greek seller is assigned to — eBay assigns none, so neither do we. Whether eBay sells shipping labels in Greece: no eBay page states it either way. Whether the 1 September 2026 removal of transaction fees reaches a Greek private seller: the clause’s test is EEA residence, which on its face includes Greece, but there is no Greece-specific confirmation, the buyer-side fee is written for Italian and French sellers, and eBay’s own fee page still carried the old schedule on 29 August 2026. We have also not published a Vendora condition ladder or character limits, because neither is documented.
